FYI - T3 infrastructure update

Track & Trace Tools will soon be moving over to a new library for sending traffic to Metrc (https://axios-http.com/). This will improve speed and reliability. Overall, T3 should work the same as it always has.

I've done a lot of testing to ensure a smooth transition, but if anything suddenly stops working, this is likely the cause. I'll give priority to any bug reports that are a result of this changeover.
