Fix annoying Metrc add/remove row behavior

When adding/removing rows in a Metrc modal window (Create transfer, create package, etc), clicking the +/- row buttons sometimes toggles a scroll to the top of the page.

Initial investigation indicates this is likely some default browser behavior that is being unintentionally triggered by the form. Solution is still pending.
