Roadmap: v2 package tools

The v2 of transfer tools has been a big success, so I'm planning on porting that style of tool over to packages.

The existing package tools (package csv, merge packages, split packages) have been plagued by bugs primarily caused by differences between Metrc states. This solution will address all the existing problems by focusing on intelligent form fills, rather than submitting directly to Metrc.
